This is a preliminary report that aimed to collect initial data to develop policy on building social inclusion in Toronto as it affects youth. This first phase of the project investigated availability, quality and adequacy of recreational facilities for youth. This research also aims to understand the extent of limited facilities which are further complicated by racial disparity, income disparity, visible minority and newcomer immigrant status of youth.
