This is the first of 2 volumes, of the June 2000 bilingual (English/French) report, which is about "a collective commitment by leaders and managers at all levels to move the Public Service of Canada toward becoming a model learning organization, committed to lifelong learning." With its sights set on the future, this report examines the ever changing nature of the Public Service sector, and the importance of it shifting towards a learning organization. It offers six attributes representative of an ideal learning organization: promotes learning, learns from experience, values people and diversity, integrates learning into management practices, learns for serving, and evaluates processes and outcomes. These key characteristics will better assist the Public Service in serving Canadian citizens in the knowledge age; upholding its professional role and responsibility, as a public service; and in attracting individuals by investing in them through the encouragement of lifelong learning and professional development.
