This is the second of 2 volumes, of the June 2000 bilingual (English/French) report, which "summarizes and explains the theoretical underpinnings of the learning organization concept. It describes the general context of the current initiative and it explores the normative foundations as well as the practical implications of the learning organization model. It provides a statement of intent for transforming the Public Service into a learning organization to better serve Canadians in the knowledge age. It expounds the rationale and key principles which should guide this collective undertaking and illustrates the benefits citizens, elected officials and public servants will reap by promoting organizational learning at all levels."
