English Abstract

This report was written in response to the wave of political activism and legal activity following the Toronto Star 2002 series on racial profiling. In association with the African Canadian Legal Clinic the authors of this report study the history, the current manifestations, impact of, and initiatives to identify and eliminate police racial profiling in Canada. The first section outlines the components contributing to the problem of racial profiling. It summarizes the key issues raised in past reports concerning racism in print media and police force. Race relations training and the recruitment of a diverse police force were on the police agenda in the mid 1980s. An analysis of the formation of the Special Investigations Unit and the public complaints process is also included. Section 2 summarizes racial profiling then and now in the U.S.and U.K.
