Request for proposals: To be announcedBackground The CRRF has created a niche for unique research projects that would not be funded by traditional research funders. The Contract Research Program provides a unique opportunity for participatory action research (PAR) thus serving a particular audience. The Foundation is mandated to undertake research and collect data towards developing a national information base in order to further understanding of the nature of racism and racial discrimination and to assist business, labour, voluntary, community and other organizations as well as public institutions, governments, researchers and the general public in eliminating racism and racial discrimination.
Since its creation in 1997, the CRRF has issued three biennial research calls. The goal of the Contract Research Program is to create a body of research that addresses systemic racism in Canada. The CRRF's role and responsibility is to make the research findings and recommendations actionable and promote the results widely. We invite you to review the CRRF's Mission and Vision . To ensure that your proposal is complete and will meet the initial screening criteria please include: - Proposal title
- A 250 word abstract written in user friendly language.
- A statement that highlights the contribution the research will make towards advancing the Mandate, Mission and Vision of the CRRF.
- Resumes for the research team members
- Researcher team summaries and and/or organizational profile demonstrating a track record in the area of race relations and/or anti-racism.
- Contact information for the research team.
- Project timelines.
- A detailed budget to a maximum of $30,000.
- Partnership agreement(s) with organization(s) named in the proposal
- Statement of ethics.A proposal package that does not exceed 12 pages.
- Ten copies of the complete package.
- The proposal must be received by the Foundation no later than 5:00 p.m. (Eastern Standard Time),

- Demonstrate strong policy and program relevance.
- Demonstrate national relevance.
- Contribute to the advancement of equity.
- Address the research areas identified by the CRRF's Request for Proposals (RFP).
- Make a value-added and unique contribution to the elimination of racism in Canada.
RESEARCH QUESTIONS AND OBJECTIVES
In their proposals researchers are requested to: - Clearly articulate the research question you inquiry will address.
- Clearly state the hypothesis, goals, and objectives.
- Include either sound qualitative or quantitative methodology or both.
- State the anticipated direction of the research with respect to direct outcomes and possible impact of the study.
- State how your research will contribute to combating racism in Canada.
- Demonstrate that the research is original and includes an element of participatory action research and collaboration with community based organizations.
METHODOLOGY - Ensure that the methodology address the research questions.
- Include details for the qualitative and quantitative components.
- Provide details of the methods and tools you will use to gather data
- Compile a literature review of the main body of research on the subject area.
- Identify strategic policy implications.
- Include a clear theoretical framework.

BUDGET AND EXPENSESThe CRRF will fund research proposals to a maximum of $30, 000. The budget should reflect: - Fees for Senior Researchers, Research Assistants and other staff.
- Costs for data gathering e.g. focus groups, interviews, honoraria, etc.
- Administrative costs.
- Transportation
- Report production
- Eligible Expenses
- Researcher fees and costs of research assistants (a maximum of up to $350 per day for primary researchers, and a maximum of $200 per day for assistant researchers, based on qualifications).
- Costs of editing the final report and other written materials.
- Costs of support services for word processing, transcription, note-taking and translation directly related to carrying out the research project.
- Honoraria for research participants, where appropriate. Honoraria are intended to cover the transportation, child care costs and other necessary expenses for those who would otherwise be financially unable to participate.
- Extraordinary costs related to an organization's involvement in the research process (i.e. direct contribution of staff time, use of another organization's meeting space and other outside resources).
- Purchase of data (including statistical tabulations), books and reports directly related to the research project and unavailable from other sources.
- Travel expenses incurred by the researchers that are directly related to the research project.
- Ineligible Expenses
- Any costs incurred prior to the signing of the contract.
- Policy research activities for which research funds have been received from other research granting organizations except in exceptional circumstances (e.g. joint funding agreements). Researchers are required to list the research funds they have requested from other granting bodies (including federal government departments) for the research project or any part thereof submitted to the Canadian Race Relations Foundation.
- Administrative fees to institutions, including universities, and other organizations.
- Costs related to translation, production, printing and dissemination of the research results. This includes publishing in newsletters, attending conferences to present results and other methods of communicating the research results.
- Research by the principal researcher(s) and/or the contract signatory(s) leading to a degree.
- Cost of membership in professional associations.
- Professional training or development, including computer and language training
- Entertainment and hospitality costs.
- Capital expenditures, including the purchase of computer and other office equipment and furniture.
- Preparation of communications material, including teaching materials, articles for newsletters.
- Rental of office space.
- Contingency allowances or other unidentified 'miscellaneous' fees.
STATEMENTS OF ETHICS
Proof that the proposed research is not a duplication or similar to any other previous research undertaken. THE RESEARCH TEAM - Include the resume for each researcher.
- Provide a one page summary for each researcher highlighting relevant experience in relation to the specific area of research for this RFP and work in the anti-racism field.
- Include the following details:
*Names, degrees, prior research experience, and list of relevant publications of all researchers involved. *Relevant background information regarding collaborative partners. *Letters of support from community partners.
